European Children Adoption Services, or ECAS is a licensed adoption agency that places foreign born orphans with individuals and couples throughout the United States and with U.S. citizens living abroad. We are also able to assist adoptive families from Canada, Europe and Latin America to adopt from Guatemala and Ukraine. ECAS is headquartered and has been licensed in the State of Minnesota for almost ten years. We do not discriminate parents on the basis of faith, race, age, health, income or marital status. However, in international adoption the final placement decision lies with a foreign adoption authority.

We specialize in international adoption and are a member of Joint Council on International Children Services (JCICS) and are currently in the process of becoming a fully accredited international adoption services provider under Hague Adoption Convention in the US.

We facilitate international adoption of infants and toddlers, as well as older children and children with special needs (often easily correctable here in the US) from five leading countries – China, Russia, Ukraine, Kazakhstan and Guatemala and every year unite 50-60 orphan children with permanent families in USA. From some of these countries we offer direct adoption programs as well as work in partnership with other reputable agencies in the US that allowing us to provide referral of children from the countries where ECAS may not have representation or accreditation. ECAS is constantly expanding, and is in the process of developing other international avenues.

Our fundamental belief is that every child deserves love, nurture and the security of a family of their own. Thousands of children who cannot speak for themselves live in overseas orphanages hoping and waiting to become part of a devoted permanent family. The heart's cry of ECAS is to make their dreams come true. As a charitable organization we are equally passionate about providing direct humanitarian aid to the children who remain in orphanages for whom adoption is not an option.

We strive to keep our fees as competitive and affordable as possible, while providing highly professional adoption services. ECAS provides comprehensive fee disclosure and offers special fees to families adopting multiple siblings and children with special needs. Substantial list of families who have adopted through ECAS is provided to our new clients for referral.

For Minnesota and neighboring state families we offer free of charge monthly information meetings. You also can arrange to meet privately for consultation with our staff at your convenience.
