All children available
for adoption through ECAS are legal orphans who have been released
by their federal government abroad for foreign adoption. In order
to be adopted internationally these orphans must be registered in
the Data Bank in Russia for three months and in the Data Bank in
Ukraine for twelve months. Most countries will allow adoptive families
to choose the age and gender of the child they wish to adopt. The
majority of available infants were abandoned at birth by their mothers.
The majority of preschoolers and older children were placed in orphanages
as a result of the desperate economic situations in their birth
families, as in the country, or as a result of the biological parents
loss of their parental rights.
According to government
regulations, children from Russia who are available for adoption
are approximately 6 months to 16 years of age. Children from Ukraine
who are available for adoption are approximately 12 months to 16
years of age. In both countries these children live in fair conditions
in government supervised orphanages. Most of the children from both
Russia and Ukraine are Caucasian. The majority of the children from
Russia and Ukraine ECAS has placed in the past years were less than
2 years of age. They are in good health, adjusting very well and
thriving in their new homes in America. Families adopting from Russia
and Ukraine have access to a medical history and evaluation of the
childs current condition along with photos or videos. All
children available for adoption from Russia and Ukraine are tested
for HIV, Hepatitis B, Tuberculosis, and Syphilis. ECAS will try
our best to identify a child who meets prospective adoptive family
preferences where allowed by foreign country law.

of children available for referrals from countries where it is permitted
by law. Only clients who have already registered with ECAS are permitted
access our database by using the Password assigned to them. |
